A regular 5-piece kit (snare, two rack toms, floor tom and bass with cymbals and hardware) start at around $400. But that won't get you very much - cheap (basswood or poplar) shells, extremely crappy cymbals and cheap hardware (stands and all of the metal bits

Take one step up in price (to beginner-intermediate) and cymbals are no longer included with the drums. This way you have to select cymbals separately, which start at around $500 for a pack with a hi-hat, two crashes and a ride. Zildjian ZHT or Sabian XS20 are what I'd recommend.
Drums in this range start at about $1k (not including cymbals), and this is where I recommend you start.
Something like a Pearl Vision, Gretsch Catalina, Mapex Meridian, Yamaha Stage Custom, etc. would be a good start for you. With the cymbals that I mentioned earlier.
So, basically, drums are expensive.
I recommend you buy a pair of drum sticks and just practice on anything to see it you like drumming.
Watch videos (freedrumslessons and drumlessons.com on Youtube are good, the're actually same poeple), take lessons, listen and work out drumming in songs, talk to drummers, read drumming forums, watch more videos and just do anything you can to build your knowledge of drums.
If it's something you like, understand and see yourself doing, invest in a nice kit.
